Does anyone know the rules or stipulations around a person who duplicates an entire website including images, photos, videos and content? I know that google is penalizing for duplicate content, why would people be so bold as to duplicate an entire website almost word for word and image for image? I thought with the Panda changes people would not be doing that anymore.

searc whois to see the owner and hosting details, and send a complaint to the hosting contact. Usually they will require the website owner to remove his site or will do that themselves. Any other way will take you a lot more time

Some people are stupid, google should work out which was first to be cached and display that, however if the other sites gets more better quality links then it might rank that site

There is no real reason to do this. If you copy an entire website Google already knows that you copied a website so it will heavily penalize your current site.

The only reason why someone might duplicate an entire website is if they are buying traffic for it or using other means to direct traffic to the site. There are of course legal reasons why you wouldn't want to duplicate a website.

Thanks for the replies. I am still baffled that someone would attempt this knowing that google's Panda update would harshly penalize them for duplicate content much less using the same images and videos but i guess it still can happen.

Some people are just incredible dumb, they think they may rank better then the original website or at least turn around some profit. But this is never the case.
