hello

I was in 2nd or 3rd place for niche keywords. Someone copied my seo title, meta tags, etc. (100% copied) and took my place.
And my site is nowhere to be seen. What should I do in this case?.

File a DMCA to Google and the hosting company,
Get more authority (links) so Google will favor your website

Could you please explain in a little more detail?
Because it’s my first time seeing this.

if you can prove to google that your site is the original (in the past this could be done by showing google the date when your content was indexed, but I'm not sure if this still works, so look into this yourself) then it's possible for google to revert your site and deindex your thief's site. But I'm not sure that google cares about this anymore, but you can try since there aren't many other options...

And like others said, DMCA and outranking them with more and better links can work, too....

I would suggest you to date your SEO titles and meta tags to make them unique again. And then report the copied content to Google using the DMCA form. Focus on improving your content and backlinks to boost your ranking back up.

Hosting-wise, find the appropriate channels according to the hosting company, anything to contact them for legal stuff,
For Google, check this out: https://support.google.com/legal/answer/3110420?visit_id=1-636556553238719718-955607050&rd=1,
Make your research about how to do it in detail, there are plenty of shared articles/videos,

SEO-wise, if you have a website with good authority, people won't outrank you just by copying the content,
Get the least authority to avoid such problems, g algo is not perfect and some spam does work

You should file a DMCA to google for copyright infrigement.
