Copying one article isn't going to kill you but I wouldn't make a habit of it. You're better off mixing it up a bit, spinning it, adding some original content etc. You will probably find it difficult to rank for the keywords in the article if other people are already using it and have existing backlinks to their versions of the article.

I don't really think that's true, especially about the title tags, although obviously duplicate anything within your own site is a bad idea. There are plenty of different ways of determining content similarity in information retrieval, you can google for them.
There is plenty of evidence that you can rank / get traffic with stolen content put up with no modifications but I have also had plenty of sites with good backlinks completely flop, primarily because they were all scraped content with no modifications IMHO. The behaviour is very similar to what used to be called the "supplemental cache" before Google stopped labeling results as such.

Yes i am also 100% sure.. scarping content from other site more than 70% is cause you penalty
The word "Penalty" needs to be defined. As most people understand it, it is NOT true.
Your site will NOT be penalized in any way for posting some duplicate content. The page that you put the duplicate content on MAY incur some type of "penalty".
Basically, Google does not want to show it's users the same page twice. With duplicate content your page will NOT be shown in google for the same keyword as the page you took it from... unless Google thinks your site posted it first (or perhaps is the most authoritative).
However, if you add a significant amount of your own content to the page with duplicate content on it (I.E. adding a review/comment, or a good spinning) then your page will have the same ability to rank as the original.

copying a page from another site is ok if you have other unique content on your site - like more pages etc...
it's a common practice among bloggers who copy blog posts and then add their own text.
of course the guys above say correct stuff - you can spin some of the article, change meta tags...
but if its only one page out of many other unique pages, your site won't be penalized but this page won't get SE credit (also, not sure it will be penalized).
