I am using a DSL connection and have dynamic IP address. When I tried registering to few forums, my IP address got blocked for using a Proxy. I don't use a proxy connection to my knowledge. I don't know what is it all to do with my home connection and ISP? My ISP guys aren't able to understand the reason for the issue. Can anyone explain?

Could be the foums just don't like you logging in with so many different IP addresses. Why not try using a private proxy. That way the forums will only ever see one IP address.

When you check sites like whatismyip.com, does you IP actually change when you restart your router? Some ISPs use a caching proxy for performance and traffic shaping reasons that will make it appear that all of their customers have the same IP.
Your IP could also blacklisted for some reason on some blocklist somewhere.

Also your PC may actually be running a proxy server, installed by a virus, some freaky program etc. One way of recognizing a proxy is to try and use some IP to connect to the internet. So if your IP is 200.100.20.10 and I try it together with some of the most common ports like 80, 3128, 8080, and if the page loads then yeah, it is a proxy.
You can either ask your provider to test your IP or use some online proxy checker to do it yourself. Here are two found by searching with "check ip for proxy".

I have seen it happened at my office with my business DSL.
It is known that the certain mid-size DSL providers/ISPs are using Barracuda gateway (or similar gateway system) to filter/monitor the traffic for viruses/spywares, which may detect IP as "proxy". I have seen it using http://analyzemy.net network tool.
