Pay based on QUOTA - agree to certain RESULTS and if they don't deliver, you don't have to pay. Simple as that.

Filter though places like Fiverr, Upwork, Cognoplus, LXN, Lightning overseas and other outfits and message listed VAs if they would work on QUOTA

Yes hire someone from a third world country to help you out

Why not hire VA ? real touch and response is always better
