The easiest is to use Shopify, but if you want a bit economy solution - you can also get hosting with wordpress and woocommerce plugin + payment gate plugin for woocommerce for almost any payment systems.

you can use woocommerce or @Yarosss has a dropshipping plugin you can use.
now usually with shopify you can use shopify payments for the money and people did use to add payoneer as a payment option but i don't think you can do that through shopify anymore. you have to re-check it
what you can do is get hosting, get wordpress and install woocommerce or the plugin i told you by Yarosss. After that you have two options for payment processing.
1. you can use 2checkout. sign up there, they'll ask for some detalis, you give that to them and if they accept you then you're good to go
2. you can use stripe. if you do not live in the countires listed for stripe, you will have to register a company in the USA. you can do that online, i don't remember the cost but it's $500+ for that. after you have done that, you will enter an EIN or sumin i think, after that is done, your stripe account is completed. now you just have to add payoneer in it.
there was a thread here on BHW about this before, some said you can get a US EIN for non-foreign people and don't necessasrily have to register a company. but i'm not sure about that you will have to do your own reserach on it.
my suggestion is fuck shopify, because you don't have control over your store. there are many plugins out there for dropshipping that you can use with your wordpress site. after that sign up for 2checkout or stripe.
yes shopify is more easier to set up but it's far better to have a store under your control. i don't have much experience with shopify, my friends do but i think they also stop your payments as they first roll in.
