Dropship on ebay outside U.S.A

Hi, can anyone tell me if I can dropship to ebay outside U.S.A
I have tried it with my ip (Europe) and they want a phone number verification.
A have paypal for Europe and transferwise mastercard.
I have thought to dropship from Aliexpress but from U.S.A supplier or from walmart.
1. Can you suggest me a method to do this?
2. I have also vpn hotspot shield, is this vpn is ok for ebay?
3. Do I need a real address in U.S.A?

I don't want to create my own website for now, I want to learn with ebay first.
