Dropped domain with no PR but indexed

When a good domain with a good backlink profile shows no PR, as it has been dropped. But it is still indexed by Google. Does this mean that the domain is "worthless" in terms of buying it for it's backlinks?

Is the domain registered?
If not, when you register it and put content up on it, the PR will normally come back.

IMO, you shouldnt pay attention to PR.
Look at BL profile, and focus more on PA/DA/TF.
