Drop in organic traffic after 301

I bought an aged political domain in CITY A that has backlinks from Nytimes, Latimes, bbc.uk, hugffingtonpost, wallstreet, washington post, etc..and I have it pointed to an inner page blog section that is a car blog in CITY A.

Afhres metrics are DR 52 and UR 42 and 670,000 rank if that means anything.

Should I remove the redirect? I had it up for about 2 months so far. Also the anchor text for the site is outnumbering the branded anchor text for my site.
 
The domain looks great, but it may has a penality or something like that.

Also, have you done any linkbuilding excepting this 301 redirect?
 
yes it's a great domain, i bought for around 1,500 but i didnt do my research

looks like it was used before and spammed, however, im not seeing those links in ahrefs when i check daily. so it's been passed around once or twice.

i do continue to link build to home page with NAP. not sure if i should pulll out and use as PBN or continue. how would i know if it was penalized?
