Drive traffic to my Opt In?

Hello.
I have an opt in box on my website.
My question is.......
How can I get affiliates to drive traffic to my site and pay them, if a prospect completes the opt in box?

Do I join a CPA as a publisher?
Any advice would be greatly appreciated.
