Downranking with spamlinks still possible?

Hello,

do you think it is still possible to downrank a competitor with thousands of super spammy links?
 
Negative SEO talk isn't allowed here I'm sure

Also if it worked, don't you think everyone would just blast their competitors?

I believe so yes. If their webmaster has google platform he can disavow the links and undo your attempt. But also needles to say, it's a very cowardly move to do this.
 
I don't think that those spammy links have any link power any longer. Previously, even the spammiest links (contextual ones), can help ranking something in the mid-range, but now it seems with all the updates in place, they are no longer working like they used to, 3 years back.
I think the search engines may have tweaked a setting, which made these links practically useless and of no value - it doesn't increase any ranking or decrease, and even search engine penalties from such links have decreased, which could potentially mean that the spam links do not do anything any longer.
