Downloads for an app?

Hello fellow BHWers!

So a friend of mine recently made an App that's out on Google Play. Now, he wants my help to promote it. Sadly, this is deep water for me.

He has no problem with money so he can buy downloads, but he hasn't found a provider. Anyone have any suggestions? He wants the downloads to be real, not proxied.

I checked with Fiverr and on the Search function here, I couldn't find anything.

So, any suggestions?

NOTE: I am aware of CPI, but since I am supposed to get the installs for him, wouldn't it cause trouble since I don't own the App I am providing to CPI-affiliates?

some ideas

app review sites
list on alternative app stores (aptoide, amazon marketplace)
create basic web 2.0 blogs and link to it
if its a free one list it on android app 'warez' sites pretending its a hot new download

Can you give me the list please?
