the first part - downloading - probably not dangerous, if you use big enough delays and don't try to rape the servers
to be on the safe side, i'd just use a dummy acc to rip the pics
the second part, uploading can also be pretty much safe, but if the legit owner notices that you're using his/her pics, he can report it and instagram will take those down, in extreme cases, your acc can get banned too, but the chance is very slim for this to happen
but if you're asking if it's 100% safe, then no, it's not 100% safe

yea, it works pretty well in most cases, however if there's writing on the pic, like a quote or something, that will be mirrored too and will look bad, other than that, it's greatSounds lika a great idea.
