does the anchor text have to have the keyword for what i am ranking?

does the whole text have to have the keyword also or only the anchor text matters?

Whole text. I wouldn't use the keyword for most of my anchors. Try to keep exact match below 5%, partial match below 20%. Rest should be naked, branded & generic

Te recommend that keyword, will find the rest not always repeated but if some times I would say that a two or three. Best regards

Another good idea for you would be to check out what the top 3 competitors are doing with their anchor text percentages using a backlink checker like majestic
