Double Meta Refresh - Leakage? (even on different domain)

Could someone please help me?

My traffic flow is:

traffic agent -> website 1, page 1 -> website 1, page 2

if referrer = blank then -> website 3, page 1

if referrer != blank then -> website 2 -> website 3, page 2


When I look at the referrers for website 3, page 2... the referrer is traffic agent and not website 2. Why is this the case? I know that double meta refresh does not work for non-IE & non-FF but shouldn't it report website 2 as the referrer?

Not all the times this can be normal in some cases why technically do you feel its acting wrong?

Don't even bother with double meta refresh, it's unreliable as fuck. Use a javascript POST like in Brad's CPA redirector.
