Recovering the CMS would require access to the database that a site was built on which would almost never happen out in the wild. Unfortunately it would not be possible to recover a site directly to whatever CMS it was built on, that would have to be done by hand.

The site was clearly a dynamic site before, .htaccess should clear all that up so the links have the same address in the browser and in the eyes of the search engines. You can test on a local server if you want to, webpages will be displayed differently when served through a webserver as opposed to just opened locally.
