After doing lots of analyzing and research on the website I come to know that website is using cloaking technique. But I am not able to find out how they actually do that?

Firt of all, congratulations for not outing the URL in public. That's great IM'er ethics. So I've decided to help you.
The KW's you're aiming for don't require any voodoo. It's actually gonna be straightforward if you don't mess up.
Start here --> You need 10+ articles in that site, not on external blog networks or web 2.0's. You don't need wordpress for just 10 articles, you can just paste the articles you write or buy into a HTML template, and into a content section of the site, there should be a main articles page where you link to all 10. If you understand WP all the better, but then you have one more thing to manage(updates, backups, security holes).
Once you got 10+ articles on site, go and add your business here: http://www.google.com/local/add/businessCenter - Verify it, etc. This may take time to verify(address by snail mail takes time).
Then use that same account to create a Google+ business PAGE: http://plus.google.com/ - Make all your posts public by default. They get indexed in a minute.
Post a brief summary of each of the 10 articles to your Google+ page and a link to the article. One article link and a summary every 3 days. Don't post all 10 article summaries to Google+ in one day. Post friendly stuff in between, regular posts without a link to your site. (It boils down to : Don't f'n spam Google+. )
After one month you will have 10 quality articles with mentions on Google+ and absolutely zero spam or any black hat. My guess is within 3 months you'll be top ranked for that niche.
If you read my posts, you know I'm not the greatest Google fan. So the advice I'm giving you here, all Googley and white hat, is meant to help your business out in a safe manner. I've looked at your KW's and you don't need any heavy artillery. Hope this helps.
