That is an IP address of the website not a domain, every domain is backed by an IP address. If you buy a vps and host your website without connecting your domain you will have the same effect.

It is just using the naked IP instead of a domain. This is not good for SEO afaik.

Its not secure, you will need dedicated IP to browse your site like that.
