Dude you need to have an actual on-site DMCA policy for an image upload site. You have other issues with this type of site as well including people posting illicit content.
However, you should not be going to a new registrar/host every time someone does a DMCA action against you. Just remove the offending content. You don't need to get a new site, host, or domain name when this happens.
However, if you are actually getting de-indexed from Google because of DUPLICATE or stolen content that is a bit different, and you'll need to find a way to protect yourself from having these complaints filed with G.
Based on your post OP I don't think you asked the right question at all. Reconsider more clearly asking it, or that you have totally misunderstood your own situation at this time.
