Domain Registrat that ignore DMCA

Now i switch the 3 time to a other domain registrant. I have a image forum that user can uploade and share image. I have a easy way to remove copyright images. But every time the registrant whant that i go to other registrant.
there some tipps ???

Dude you need to have an actual on-site DMCA policy for an image upload site. You have other issues with this type of site as well including people posting illicit content.

However, you should not be going to a new registrar/host every time someone does a DMCA action against you. Just remove the offending content. You don't need to get a new site, host, or domain name when this happens.

However, if you are actually getting de-indexed from Google because of DUPLICATE or stolen content that is a bit different, and you'll need to find a way to protect yourself from having these complaints filed with G.

Based on your post OP I don't think you asked the right question at all. Reconsider more clearly asking it, or that you have totally misunderstood your own situation at this time.

You can go with an offshore registrar like internetbs.net but tlds such as .com, .net, .org and a few others, are managed by Verisign INC which is an American company and has to abide by American laws. Verisign can take your domain if they get a court order. There are previous cases like this.

If you really want to be bulletproof then you need to use something else such as .co or one of the newer tlds. That is what piratebay does.

You only need protection from a registrar if your domain name contains copyrighted terms. For on-site content you need a DMCA-safe host or to follow @davers advice and add disclaimers and legal yadda yadda.
