I need help in some questions about Domains selling

When a domain name in Godaddy listed "Taken", understood it already taken, so the only way to try to get it is going through the broker which we have to pay the fee but not guarantee will get back, right?

Then there are some domains, listed as premium with a price and when I clicked the button "Make Offer", it said the domain is not expired and shown the end date in 2021. Then a column to make offer. I checked the site is still Live.

Does that meant the domain owner want to sell that domain? If we place the offer, will that be forfeited even if we don't get the domain?
 
About seeing that the domain is still live, it means that the domain has an owner, but the owner is interested in selling it and listed it as "for sale" in GoDaddy. Most of the time, they do so with big expectations but these are hard times because of the pandemic and maybe they will agree for any reasonable amount.

About losing your money if you don't get the domain, usually, money spent with a broker is money gone either if you get the product or not because regardless of you getting the product or not, the broker did his/her job in trying to get it for you.

I suggest that you read GoDaddy's rules or TOS about domains buying and brokerage to be certain.
 
Don't pay any broker.
If the domain is parked, use the "make offer form" to submit your offer (every parked domain has one)
If it is developed try to contact the site owner.
If it does not resolve, make a whois search and contact domain owner directly. If there is whois privacy on it write to that email. It'll be forwarded to domain owner.
 
As that was suggested - better to contact site owner and ask. That could be such domain name is not for sale, so you will leave the idea of getting that domain name.
