I want to target two keywords and buy one domain.

Let's say my first keyword is: "forum rules"
and my second keyword is "free forum"

Is a domain like: freeforumrules.com (or any other tld) will help ranking for both keywords?

Yes that domain would absolutely help for ranking for both keywords. Couple that with building backlinks with the corrrect anchor text and you should start seeing some results.
