i looking for some offshore domain provider who not care about dmca,
anyone can help?

you sure they ignore dmca? namecheap blocked my domain because facebook contact them, i have website where users can download instagram stories from public instagram accounts

I assume that is the question mostly to your web hosting provider. If they do not ignore that - you will have issues with any domain name.

Try Orangewebsite.com. They are based in Iceland. I am sure that they ignore DMCA. I have a few domains registered via Orangewebsite.com. They are more expensive than others, but they offer anonymous registration.
