You’d more so want to search for an offshore hosting company that doesn’t care about those things.

Typically, a hosting company that ignores DMCA complaints.

I don't think any domain registrar will let you abuse under their protection, even njala which already banned users (search bhw for the threads) for abuse.

mmmm, not really no. I've had some bad experiences with them but still use them as other are far worse.
