domain penalized or not....

Well a few weeks ago I have registered a domain (for makin a PBN out of it) it had some pages indexed on google (not homepage though) when checking it with the tool - ismywebsitepenalized.com at that time it showed that it was penalized. I have quickly removed it after adding to SC and giving an indexing request ... Then after 2 weeks out of curiosity I checked that (domain.com) on google and it got indexed and the tool (ismywebsitepenalized.com) is now showing that it is NOT penalized... Whats wrong in this ?
Out of curiosity I have pointed it on one of my sites (homepage post) and so far I see only small decrease in rankings (1 day passed) , should I wait for some time or should I drop it and forget ?

I think you shouldn't act on those sites. Go on your own way. You know more or less because you already found this forum. (ps. newbie bhw member)
