Domain penalized or not?

So, I bought an expired domain, which had great metrics, high DA/PA, TF21 and CF13.
Only thing I didn't check was Wayback machine and after buying the domain, I had a look and this domain was lastly used as PBN.

When I try to use G shortening URL, it gives me this: goo.gl shortlink has been disabled. It was found to be violating our Terms of Service. Click here and here for more information about our terms and policies respectively.

The site was not indexed in G, however, when I now search site:mydomain.com my page appears in G SERPs. Does it mean, it is indexed now or not?

Is it safe to add this domain to my G search console for better indexing information and so on? Or do I risk getting my other sites penalized if that's the case?

Cuteseotools penalty checker tells me it is NOT penalized.
EDIT: www.domain.com shows: May be Penalized by Google. Without www my url shows not penalized.


Thoughts?

Google shortener method is not working anymore so ignore it.

If your website appear when you type "site:mydomain.com" this mean that is indexed and doesn't have manual side wide penalty for sure. And since you already own the domain why not just add it to webmaster console and check for the penalty?
