Domain Name Transfer...

I am sorry but I didn't find a category where to post about domain but i got few question for some people.
First If I transfer domain can the person who registered it lock it or anything...
Second which website would accept my transfer for free..

If i manage to transfer one domain this way I might be able to do unlimited

I got a little blackhat trick exploiting a webhosting company and btw its not CC fraud etc. If I am able to register domain this way I can provide free domains to some respectable members

New domain can't be transfered to other registrar for 60 days, after 60 days you can transfert the domain but it's not free

guess my idea fails then cause all my domains get locked after 45days lol they take their time noticing how i exploited them

Being using this for few months so i am happy to generate new domains but idk what to market it for
