domain name transfer godaddy

if i transfer a domain name from one godaddy account
to another can i cancel it after the transfer?

You can cancel the transfer as long as the owner of the account it was transferred to didn't already "accept" the domain transfer. If it's accepted, you cannot stop/reverse the transfer, that is of course unless it was a fraudulent transfer in which case you'd need to contact GoDaddy directly.
