Here is the situation:
Current domain had a "manual" penalty for outbound links, but it was removed in a week. However, it has some garbage inbound links. I want to migrate the website to a new domain but avoid duplicate content and I would like to completely de-index the old domain from Google. I figured a simple "change of address" from webmasters would do it, but I keep reading that this might carry the negative value of the old domain to the new one, and that I won't be able to use the old domain (PR3) for anything else afterwords.

The platform is wordpress, and the site stays on the same host.

What are the best practices for domain migration in order to start from scratch. I don't want to 301 and I don't want Google to link the two domains.
