Domain listed as CLOSED on Google

I purchased an expired domain to build a website on; but when I google the branded anchor text of the domain, google business shows the previous establishment as “permanently closed”

My question is, does this have an affect on ranking, and if so, how would I be able to overcome this?

I believe you can change that ''permanently closed" on google business account once you get the credentials for it.

But what if I’m looking to use the domain as a directory or blog instead if a business?

Then I believe you should remove your domain's google business account. If you don't want to use it for a business, then may be keep the status as permanently closed, or just remove the google business account if your domain.

You should use local guide accounts and suggest an edit and mark it open. By the way, I don't feel that it will have big impact on rankings of website.
