If I am building a PBN from auctioned domains, can I use those domains that have foreign backlinks if the domain and the backlinks are all good quality?

If they are Chinese or Russian, id avoid them.

I usually look for anchors with no spam, in Romanized letters, the brand and url- all sensible stuff. But if the backlinks are Brazilian or French, does Google really take any notice as it doesn't seem to affect the CT or the TF, which could be over 10 in both counts.
