Is it allowed to advertise a domain name on auction at godaddy.com?. If yes, how?

Nopes, you can't. You can however upgrade to Jr. VIP (in your case, marketplace seller..as you do not have 100 posts yet) and apply for a marketplace thread (involves additional listing fees + review by a moderator).
