    Looking at the state of the money, it was pretty useless anyway. And you cannot just walk into a bank and exchange 60k of damaged notes and neither can you spend them.

    The laws in the UK dictate that "finders is not keepers". You can be arrested on 'theft by finding', this is when you find something of value, then make little or no effort to find its rightful owner. But as far as I know, if the finder cannot find its rightful owner through the correct channels, the finder is indeed the keeper.

    Actually you can. There was a story a good number years back where a coupel of school children found shredded bank notes in a bin. They were found to be real, and if there were able to put them back together, the bank has to exchange them for normal notes. Same if you tear a bank note in half, tape it back together, its still valid. Bank of England often recall damaged notes in exchange for nice new ones. Its why when ever you get cash out the ATM, its always crisp, even when it was printed in 1999 or something.

    Yes I know you can exchange them, but you would have difficulty explaining where they had come from. People do not just have 60k worth of burnt wet notes, and the bank would not simply just hand you over 60k fresh for 60k damaged without a good explanation. So really if he had wanted to get any chance of keeping the money, he would have had to report it in the first place and hope no one claims it.
