Does YouTube sometimes display a "Video Speed" option?

For some reason, certain videos on Youtube load very strangely for me. I'll get this different "version" of the video player where it actually let's me choose the video speed along with the Quality. I actually don't like this version. It really loads slow for me, and I have no idea why it keeps happening.

It happens at random times...and even for certain videos it'll appear. Does anyone else get this and know why it's happening? I just want the normal Youtube. It loads faster and works with my AutoHD plugin for Chrome.

YouTube is rolling out an HTML5 version and sometimes videos are flash (like before) sometimes they are HTML5 (with speed etc)
