Does Youtube review a channel before you join a network

I had it several times now that I was running a channel with no problem and when I applied to join a network it got banned a few days after that.

So I wonder if youtube reviews a channel before they accept it to join a network.

I am talking about youtube staff if they check the channel too and not just the network.

And do you know this for sure?

Only the network checks your channel. It helps if you have good graphics (prof pic etc.) and you should make it look "professional" in order to have better chances
