I don't necessarily mean brand new accounts but accounts with very few followers, say 10 followers.

Has anyone here ever subscribed and saw their reach increase/improve?

No, I don't think it's true, never seen that new accs with premium got high reach, I'm working with twitter for like 3 years.
 
Refuse to pay £100.80 per year to try it.
So, no idea if the upgrade will give me a better reach.

Sime people claim it does but they all have established accounts. The account I intend to subscribe premium on has less than 50 followers.
 
It does help slightly, premium accounts tend to have better SEO. In the end the quality of posted content matter more though.
