does utube treat all views the same when ranking vids

so youtube views cost alot for american views and collecting an american email cost alot. But does youtube treat views from foreign countries the same as american views. Like i know that the adsense payout would be different but if i got 10K views and a thousand likes in cambodia would youtube rank the video the same as if i got 10K views and 1K likes in america. the video is gonna be in english i was just wondering how it would perform in the search results ect. I was looking at the cost to collect emails, leads and send out texts to foreign countries (who opted in to texting) and it seemed like a good way to get views. But it wouldn't be as worth it if they didn't rank the same way as american views.

YT would rank the video on that particular region you are getting likes from. Suppose you got 10k views from combodia, so YT will rank that video to combodian viewers.

Your video will rank high in the country where most of your views come from.
