Does Using Upvoting Comment Works for Ranking it?

So let's say you want to rank a comment.

You buy 300 likes.
And then you buy another 100 or so comments underneath it.

It seems like a very obvious way to make it look "credible", but does it rank and would youtube catch this / delete it?
