does USCIS stop talking to people over phone?

I have applied for renewal of my work authorization five months ago...but heard back from them though they deducted the fee....when I tried to contact them over the phone there is no option to talk to an agent they keep saying if I keep requesting for an agent they will disconnect me.....any help would be highly appreciated....
