Is there any proof, what if I copied off of a sort of famous tech site? Should I just totally copy, or just summarize what they say ( rewrite ). Should I bother? Or is it all about keywords and seo blah blah?

    yes you should bother :)

I've seen sites, which has copied content position higher then original. but all depends on domains, indexing time, backlinks, luck. google mostly knows copying. so - to be on the safe side, you should rewrite.

you can rank with stolen content

you simply need more backlinks than the original...usually

only problem is, the owner may report you.

And when he does, most likely nothing will happen anyway - at least not for a million years.
