Yes it does allow, but it depends on the affiliate network's repute. Such as if it's a direct Clickbank link, then I'm not sure if it's gonna pass the spam bot detection.
Using a link shortener is always a good practice in affiliate marketing.

Using an affiliate link directly in Twitter profile (even in Twitter posts), is risky. The safer way is to buy a domain and create a website realted to the affiliate products (or services). Not a hard & fast "rule", however this is a safer way.
EDITED : @Quetanag , one can know if a link shortener is blacklisted or not, only by practical trial & error.
 
It's hit or miss on Elon's twitter depending what bug crawled up his ass, so I probably wouldn't risk it on my regular driver rig. Find a throwaway computer and test it. You don't want a IP range ban on the good accounts.
