Does TLD matter for country and language-specific local SEO?

Hey guys :)

Let's say I am ranking a website for a lawyer in Paris, France, for a french search term. Will a .fr TLD help the ranking, or will a .com rank just as well, given everything else is the same? I seem to find conflicting information on this. Anyone has any experience in the matter? Thanks!

In theory it shouldn't matter, but in my experience, not in the French market but in the UK, i find it's easier to rank using the Country TLDs (in my case .co.uk or .org.uk) rather then with .com

This, although I notice that it's easier to rank a tld specific domain, it shouldn't be but a lot of people do find it easier.
