I was thinking if I buy a server package from hostgator and i buy a few ips, can i use them like proxies?

Eg. put the ip and port number into the firefox browser settings and use them like http proxies..Can access to CL or something

OR

I need to set up a web proxy site to use each of the ip addresses as proxies? Like cgi proxies...

You are right, just use one of those open source scripts out there and it will work fine. though you need to hide your identity already when you order you package. Best is to use a reliable privacy provider with openvpn support.
