No, I believe it's impossible. Providers have ongoing costs, so they either charge per GB or monthly.
 
I am also looking for something better than Tuxler, like a VPN with residential ips. But better quality than Tuxler.
 
Static ISP proxies are like this. Real users residential connection though are almost always charged by GB
 
lol no chance. How are they going to survive in business? Erm, electricity costs? They aren't one time costs, anywhere on the planet. So how can you really imagine a business has access to this? Common sense tells you it can't.
 
I haven't encountered one yet. I think it's because providers have maintenance costs to cover.

A one-time fee model is more common for static proxies, or unlimited traffic residential proxies, paid by the hour or day.

With monthly payment - they do exist but are hard to come by.

Monthly payment will be big enough for you to consider going metered anyways. 3-4k/month for such service(real unlimited unmetered residential proxies).

There isn't really any electricity costs for this to be such big issue, real residential are usually obtained from hacked devices or by paying the peers some cents per GBs so at end math usually checks out.

It is possible to obtain one-time residential too, you will pay on avg $0.50-$1.00 per device and you will require deep enough technical skills to set-up your own servers and be stealthy enough as it will be highly illegal and cannot be discussed as per forums rules.
 
I havent seen any providing one time payment for such proxies ... If anybody promises then definitely its faking.

I've never come across any, but if I were to in the future, I wouldn't dream of using them for any multi-accounting / IM purposes. Every single one, without exception, will have been abused, repurposed, reissued etc. You'd probably (definitely!) struggle to find one that wasn't listed online for abuse.

Yes, such proxies are generally good for parsing, in order to maintain your accounts it is better to take mobile/data center proxies
