Thank you for reading my question.
I bought a link from a newspaper website for local seo link building. I supplied the article and Links to local website.

When i got the finished webpage the links are the ad agency website links (that created the sponsored page) that redirects to the website I needed backlinks to for an seo boost.

Do these redirect links “count” for seo backlink juice or not?

Are you saying that the links are to the agency?

What type of redirect are they using?

1) If you paid for a link from a website, and they created a buffer page, instead of directly linking to your site ask them to place the link correctly, or get a refund.
2) What kind of redirect is it? A 301 will pass authority, but no where as much as a direct link. Any other redirection will not be effective.

Sounds like a good scam to me. You buy a link from XXX and they build a link to their own site, and you foot the bill.

It certainly doesn't sound ideal, and being a redirect that the agency has control over means they can easily just change where the link is redirected whenever they want. I'd ask for a link with whatever attributes were advertised (do-follow etc), or my money back.
