does expired domain that most with france language backlinks(not english language backlink) can still useful as a money site(english site) to rank in US/global country(english keyword) ?

It can be used and will most likely rank better than brand new domain, however as anchors are mostly French, the links as well, it wont be that much of a boost. Wont be a problem as well, tho.

Yes, It doesn't matter much.
I've personally ranked a site with all french backlink profile for US keywords without any serious link building.

Yes 100% it can be used. I found a website recently that had 99% Turkish anchor text/backlinks, and highly ranked a basic Web 2.0 site for very competitive keywords.

Yep it doesn't really matter. As long as they are quality you are mucho bueno.
