Does this strategy make sense?

I've read a couple people mention a strategy of creating web 2.0 sites (wordpress, blogspot, etc.) that link to your main website, but build backlinks to the web 2.0 sites rather than the main site.
I don't understand how this strategy would work.
If you backlink to the web 2.0 websites how would your main website get backlinks from that?

It makes the web 2.0 page stronger. You can give the page actual PR. This gives your site backlinks with pr instead of a bunch of junk links. Instead of having a couple thousand n/a or pr0 links to your site you get 1 pr2 page linking to your site.

The best way to do this is to send quality links directly to your site and anything you think is questionable to the web2.0 page or secondary site if you have one.

is ture u gotta understand how they work, you can tell this is the best way. but of course u gotta be careful because if u send bad link which we are talking about bad PR ranking sit, then yuo site will sink along with those too...
