Does this method work to index links or does google consider it spam?

1. You take all the links from external websites that contain backlinks to your website.
2. You add them into a page in your website
3. You send your url with those URLs to the search console

The aim is to make all links appear under in search console to hopefully improve your seo

If you have no problem indexing your site's pages then it will work.
But... I would never do it. Too spammy for me.
Some people have success doing a similar thing but with reddit (for me, reddit indexing didn't work).

Well, it can kind of help. Indexing is all about getting a crawler on a page. Showing googlebot, that there is a page will speed up the process of google, crawling it.
Of course, it's not guranteed, that google will crawl it, perhaps it seems spammy, perhaps it allready crawled it weeks ago, before your link was there (if the url existed) and dont want to do it again or the Domain has exceeded it's crawling budget.
Throw a coin, it will help to index the link, but it wont guarantee a crawl - and it might hurt the site, that links a lot of these urls.
 
id imagine it would simply consider them all as link exchange.

if you link back (with do-follow) to all those sites linking you, that will be link exchange and google will de-value those links.
rather make a new site, or blog on different domain, like blogger, or wordpress.com, make 4-5 pages of articles related to your niche, and make one page that points all external links to your main site. Submit that page to index. That will be fine. Also use another Google Account of it, that is Search Console account. This is most simple, affordable way to make google aware about sites linking to you, rather than using link indexing services.
 
I don't think so and it will affect your site sure. Instead build some tier links to it.
 
I wouldn't do it . But i guess 20% of links or less is surely ok as its quit natural. BTW if your market is mid or low why not to build some contextual links with quality content with gsa or somthing and gain more authority to it. Been using this for sometime and it works ok. But it matters with keywords.

Ah i got too high to say that lol.. Yes you can surely blast contextual to it. Just make sure these are from broad anchor keywords
 
Sounds like it's likely to be viewed as a link farm. If you're really going to do it, I'd make the page on another domain that you own and try and index that through GSC instead. But I wouldn't do it personally.
