Does this make sense? [Link Building]

I have a simple concept that I would like to understand with this thread over here. because from what I have been reading, a lot of people recommend building tier one links manually. How do they do so?

Does it make sense to create brand new blog on my money website and start pointing links to all my websites I have (including this actual money site). Then blast those well optimized and good content posts with a tier 3 type of link building (spammy), or should it be high quality link building still?

Is that pretty much how those who construct their tier 1 manually do?

If anyone could point me to a more efficient way to rank small websites on low competition niche or my overall SEO structure is welcomed.

Can someone help me out here?

OP, Tier 1 links are really just links pointing to your money site.
These can be any type of link and it is good to diversify them BUT obviously you want any link pointing to your MS to be the best possible quality.

Tier 1 links are your web 2.0, high quality, and high pr links

Tier 2 is lower quality and pointing to tier 1 links to boost them

Tier 3 is just a bunch of spam to tier 2 to transfer more juice to tier 1

OP you want your highest quality at tier 1. But with this being said you obviously shouldn't just have 10 high quality PBN links and nothing else on your site, that's not natural. Take the time and hand create a few higher quality blog comments, bookmarks, wikis, etc, that normally are reserved for tiers 2 and 3. By a few I don't mean a few hundred, but literally just a handful that are quality, but diversify your link portfolio. Don't you think sites like cnn.com have thousands if not millions of poor quality blog comments and links? Adding a few high quality, but lower value link types isn't going to hurt you.
