Does this look like the Google penalty?

Thank you crazedspyker, some of my keywords look exactly like yours before the jump back up.
I have slowed down the link building and added more naked/generic URLs
I have also removed the new 301 strategy, I am not going to change the strategy just yet and show Google that I'm reacting to the SERP drop any more than just reduced backlinking

Just don't stop backlinking. You can slow down, but keep building and try to keep varying anchor text. Combine it with high quality articles and you'll likely see your position come back pretty well within the month. At least, that's been my experience.
 
Yea - I'm gonna pitch in here too. Saying basically the same thing everyone else has said, but adding some more picture proof.

History:
Was working with a client on a big website, super competitive nice. I was doing good high quality link building. I won't say it was completely whitehat because there's no such thing, but nothing crazy. Site was starting to get some good rankings and then it fell off the face of the earth.

I did NOTHING at all for a little while. Didn't build a single link, no on-page changes, nothing. Site was gone for nearly two weeks and then one day came back right about where it was and continued to climb...

Here is the way, I think, to see if it's a penalty. Search for your domain name. Obviously this doesn't work if it's an EMD or something, but if your website is sweetbrandname.com, then search for sweet brand name in Google. If you're still coming up first, probably not a penalty...

Still hasn't fully come back, some keywords making upward trends while others downwards, it's a really wild one
 
Probably it is a SERP dance for you PM me with your domain if needed i will check with ahrefs , if you think your site was attacked by unnatural link building. Probably you could check those links and disvow them. Hope for the best :)
