Does this idea work?

Make a free website where you give away free things to people after they fill in a CPA survey?

Also where can you buy cheap websites or have one done?

Yeah this can surely work, but this is incentive, so your CPA network won't allow you to do this with all of their deals

You have to filter your offers by being "incentivized" you can normally filter those results.

Or you can list offers and not say they are getting anything, and pay them, but that would comprimize your account with your CPA sites.

I have a site opening, that will swap offers with members.

You cannot bind an .exe to movie etc?
